I would suggest the latter. At best they're extrapolating by how many they do know about, and then consider how many are likely to hold the same or similar views but are better at hiding it or staying underground. It's certainly just a scary figure that's handy though.

I'm curious as to how you can estimate the numbers of people you don't know about with a certain mindset?

Do they discover plots requiring 11 people, but only know about 5 involved, is it similar to knowing a mass is present by its effects on another, or are they just making up a scary number that they have, and will never need, no evidence to justify?
